Some upstart rebels are about to upset the iron rule of El Presidente, as the "Junta" DLC descends upon Tropico 4 on Xbox Live. The DLC includes a new "bunker" building, a "veteran" character trait, a new character outfit and a handful of decorative items. Players will be able to utilize these features in the "New Sparta" mission, which has players "build a militaristic society while being constantly pressured by the rebels."
The Junta DLC is available now on Xbox Live for 400 MS Points ($5).

Yesterday we were told that the next Xbox would be out in 2013 and integrate Windows 9. Today it’s an entirely different story.
CVG has word from Windows Weekly that claims Microsoft is “going down the Apple route” with its next machine. Specifically, it reckons that integration with both Windows 8 and Windows Phone will be central to the offer.
"What I'm hearing is [the next Xbox is] going to come out for holidays next year, meaning that they would almost have to announce this at CES, wouldn't they?” reporter Paul Thurrott claims.
“That's my rumour... that we'll expect to hear something about that.
"They're going the Apple route where they want this thing to integrate very tightly with Windows 8 and Windows Phone, which is a problem with the current Xbox."
He also claims that Microsoft’s Silverlight platform will be embedded and that the project is operating under the following codename – Project Ten.
As with all Xbox Next rumours, there’s little to suggest hat any of this is correct.
However, it’s logical to assume that the next generation of consoles will offer more than simply added technological horsepower.
Indeed, the integration of assorted media into a standardised platform – which is very much like the Apple model – is a must. Whereas processing grunt defined the early games industry, services will certainly dominate the immediate future of the sector.

Speaking after the release of its latest financial figures last night, Take-Two refused to commit to a 2012 release for Grand Theft Auto V.
The official date simply remains TBA. And the game wasn’t included in the publisher’s self-labelled “strongest ever line-up” for fiscal 2012 alongside the likes of BioShock Infinite, Spec Ops: The Line and Borderlands 2.
Going by past patterns, the timing of Rockstar’s reveal would point to a late 2012 release. And should the publisher wait much beyond that it might risk being caught up in the building hype for the next generation of machines.
Nor have we yet been given any indication of what formats the game will be released on. Presumably Xbox 360, PS3 and PC are a given. But could we also see a 3DS or Wii U version? And don’t rule out a simultaneous iOS release, either.

[Eric] sent in his tutorial on building a Kinect based robot for $500, a low-cost solution to a wife that thinks her husband spends too much on robots.
For the base of his build, [Eric] used an iRobot Create, a derivative of the Roomba that is built exclusive for some hardware hackery. For command and control of the robot, an EEE netbook takes data from the Kinect and sends it to the iRobot over a serial connection.
The build itself is remarkably simple: two pieces of angle aluminum were attached to the iRobot, and a plastic milk crate was installed with zip ties. The Kinect sits on top of the plastic crate and the netbook comfortably fits inside.
A few weeks ago, [Eric] posted a summary of the history and open-source software for the Kinect that covers the development of the Libfreenect driver. [Eric] used this same driver for his robot. Currently, the robot is configured for two modes. The first mode has the robot travel to the furthest point from itself. The second mode instructs the robot to follow the closest thing to itself – walk in front of the robot and it becomes an ankle biter.
There is a limitation of the Kinect that [Eric] is trying to work around. Objects closer than 19 inches to the Kinect appear to be very far away. This caused a lot of wall bumping, but he plans on adding a few ultrasonic sensors to fill the gap in the sensor data. Not bad for a very inexpensive autonomous robot.

The Xbox 360 hasn't received its new coat of paint for the fall yet, but Microsoft just announced Xbox.com will be seeing similar changes in "the coming days." The old "My Xbox" section is getting the boot in favor of a "Social" area that lets you keep track of your XBL friends, thanks to some of the new features enabled by the upcoming dashboard update. Before the dash update is released, Xbox.com users can check out Beacons that let them mark which games they're willing to play, or check out a friends activity page that resembles recent additions to Facebook and Twitter by informing you what friends are up to in real-time. Also revamped is the video section that lets users buy or rent movies and TV shows for viewing on their console, Windows Phone or Zune. For those of us currently slaying dragons in the frigid realm of Skyrim, pushing ever towards the review embargo this Thursday and launch thereafter, a game patch was spotted upon initial startup. Bethesda reps tell reviewers that the patch "fixes some minor stability and quest progression issues," and that it will be received automatically by players on day one.
If fixes to "minor stability and quest progression issues" don't get you excited, perhaps the prospect of "bigger and more substantial" downloadable content will, as teased by Bethesda creative lead Todd Howard earlier this week. "We're not going to do be doing a lot of it. Our high-level thinking is that there'll be not as many," he told Wired, before he explained the company's Fallout-esque approach to Skyrim's DLC. "We'll start hitting on everything after vacation," Howard added. Looks like we'll just have to busy ourselves with infinite dragonsin the meantime. Darn.

The UK’s leading games retailer GAME has said that Call of Duty: Modern Warfare 3, which is released worldwide today, is its most pre-ordered title ever.
"Call of Duty: Modern Warfare 3 is the most popular game for pre-orders that Game and Gamestation have ever seen," GAME spokesperson Anne-Marie Mason told Eurogamer.
"Beating records set by last year's number one game, Call of Duty: Black Ops, Call of Duty: Modern Warfare 3 is now Game Group's largest pre-order title in the company's history."
Analyst Atul Bagga told GameSpot that pre-orders for the game are tracking around 55 per cent ahead of Black Ops and 70 per cent ahead of Modern Warfare 2. In total 9m copies are said to have already been pre-ordered across the globe.
Last year Call of Duty: Black Ops re-wrote the record books by selling 1.4m copies in the UK in its first 24 hours. It has since gone on to become the biggest selling game ever in the region, much as it has in the US.
However, it’s by no means inevitable that MW3 will achieve all of its goals.
Last year’s Call of Duty faced a more hopeful economic climate, with the world seemingly on its way out of recession. This year the economic uncertainty is arguably worse than ever.
And don’t underestimate the potential impact of EA’s Battlefield 3, which itself sold 5m units in its first days on the market, becoming the publisher’s fastest ever selling title.
Though Battlefield 3 has more or less no chance of bettering the performance of MW3, EA will be hoping that its success – and its highly praised single player mode – may be enough to make some punters skip COD this year.

It’ll be revealed at E3 2012. It’ll be revealed at E3 2013. It’ll have an in-built tea-maker and be powered by fairy dust.
The truth is we just don’t know what’s happening with the new Xbox right now, but a previously reliable source has leaked what he claims to be new information about the machine.
Blogger ‘MS nerd’, as IndustryGamers points out, was responsible for a number of accurate leaks concerning Microsoft’s abandoned Courier tablet.
"With a heady mix of rumours, tips and speculation, I am now stating that Xbox codename 'loop' (the erstwhile XboxTV) will indeed debut a modified Win9 core,” he writes.
“It will use a Zune HD-like hardware platform — a 'main' processor with multiple dedicated assistive cores for graphics, AI, physics, sound, networking, encryption and sensors. It will be custom designed by Microsoft and two partners based on the ARM architecture.
“It will be cheaper than the 360, further enabling Kinect adoption. And it will be far smaller than the 360. It will also demonstrate how Windows Phone could possible implement Win9’s dev platform on the lower end."

Having already stayed up to the early hours to welcome Call of Duty: Modern Warfare 3, retailers are getting ready to do it all again.
This Friday sees the release of Bethesda’s Elder Scrolls V: Skyrim, and GAME and Gamestation will once again be opening their doors just before midnight on the night of Thursday November 10th.
Both GAME’s flagship Oxford Street store and Gamestation’s Birmingham New Street outlet will be offering special prizes for those at the front of the queue, with the first 100 attendees receiving a free strategy guide and CD soundtrack.
Goodie bags will also be on offer.
A cosplay competition will see the winner make off with a free Xbox 36o and Collector’s Edition version of the game.

Hundreds of thousands of gamers are playing Call of Duty: Modern Warfare 3 RIGHT NOW, but the game’s launch has not been completely without hiccups.
Call of Duty: Elite, the social network that will accompany the brand going forwards, is currently facing a number of issues as it struggles to cope with the huge amount of players trying to access the service.
A quick look at the Xbox 360 MW3 servers just a short time ago showed that in excess of 400k users are currently playing the multiplayer game.
“Registration requests for our new live service Call of Duty Elite are exceeding even our most optimistic expectations, which is creating a bottleneck and some players have not been able to register,” Beachhead studio head Chacko Sonny stated.
“We have already registered hundreds of thousands of players and we are working around the clock to increase our capacity as quickly as possible.”
Players have been assured that even if they cannot access Elite, their stats will still be tracked as long as they have already registered.

Cliff Bleszinski, creative director at Gears Of War developer Epic Games, believes there is still room for technical improvement on the Xbox 360 despite the system's age.
Microsoft's console will be six years old in two weeks' time, but in a recent interview Bleszinski told us that was an advantage to developers who, having spent so long getting acquainted with the hardware's architecture, can now focus on better exploiting its capabilities.
"With creative programming you can squeeze anything out of any given platform," he told us. "Go back to the demo scene where these guys would take a 286 PC and in 38k make a demo that rivalled the most triple-A game of the time.
"It's just a matter of code magic, time and effort. I don't know how much longer the 360 will be around, but I'm sure that if we have a product coming out before the end of [its] lifecycle we'll continue to try and squeeze more water from that stone."
Blezsinski goes on to explain that he and his team at Epic did just that in development of Gears Of War 3. Asked what the project's biggest technical challenge was, he explained: "Pushing the Xbox [360] even further. We're kind of at that point where in the SNES [days] they started using Mode 7 in ways you never expected.
"We're now at at the point where it's not learning how to use the hardware, it's learning to trick the hardware into doing what you want it to do. The first thing I was ecstatic about was the new lighting…we're at the point where an artist can just let the lighting breathe, a nice brick wall can just be a nice brick wall; it doesn't need 8000 pipes layered on it."
Bleszinski's not alone in this line of thinking. Julien Merceron, worldwide technology director at Square Enix, told us recently that lighting - specifically global illumination - was one of the areas in which improvements were still possible on the current consoles.

Despite claims to the contrary, the developers of Call of Duty say that they do not see the use of shocking content as a marketing tool for their games.
Call of Duty: Modern Warfare 3 is released worldwide tomorrow, and while the mainstream media has yet to “go big” on a COD related controversy, leaked content suggests it may only be a matter of time.
And it wouldn’t be the first time a Call of Duty title has won national newspaper headlines for the wrong reasons. The infamous No Russian scene in Modern Warfare 2 become a global scandal, and the British press has already had a stab at one of MW3’s early trailers.
“What you don’t do is say, we’re just doing this to top ourselves,” Seldgehammer Games’ creative director Bret Robbins told VentureBeat in reply to a question about escalating violence in the series.
“It needs to be something that’s authentic, that actually moves the plot forward. We have some moments in the game that I think are pretty shocking, that push the envelope a little bit.
“But like I said before, it’s not a matter of trying to be gratuitous about it, doing shocks for shock value. You always want to push yourself and see if you can push the limits of the medium, and storytelling. We’ve got such a big audience for this game that we want to deliver something that’s memorable.
“Experiences that people are going to be talking about the next day after they played it, talking about with their friends. It’s really a matter of creating something unique.”

You may not be able to buy copies of Call of Duty: Modern Warfare 3 just yet (well, not all of you), but you can always get yourself queued up for battle with the game's Elite application, which is already available for download via Xbox Live Marketplace. Coming in at just under 100MB, it ... uh ... doesn't do very much until you have a copy of MW3 and some multiplayer under your belt, as we were met with a prompt on load asking us to do as much before jumping into Elite.
The client has yet to arrive on the PlayStation 3's PSN, but we're betting it'll be available tomorrow at some point alongside the company's weekly content update. Unfortunately for PC users, Elite won't be available at launch tomorrow, but instead will arrive "when it's ready." And in case you haven't been paying attention, the game launches tomorrow on Xbox 360, PlayStation 3, and PC.

The British Board of Film Classification has awarded Call of Duty: Modern Warfare 3 an 18 certificate and given it the green light without censoring its content.
The certificate was granted for “strong bloody battle violence”.
WARNING: Potential very minor plot spoilers ahead
Design features unearthed by the report include the fact that “bullet impacts or explosions cannot cause dismemberment however, and there is no opportunity for the player to inflict further damage on enemies that have been killed”.
One scene it singles out involves the witnessing of an interrogation victim being set alight. This in itself does not warrant an 18 certificate, but that “there is some dwelling on the infliction of injury in a real world setting” bumped up the rating.
There were also details of the game’s London Underground level, including the observation that while players are able to shoot passengers waiting on the Tube platform, doing so results in a restart.
“Some comparison has been drawn between the action in the game and terrorist attacks on the London Underground in July 2005,” the BBFC adds. “However, a full examination of the game makes clear that the storyline is far removed from these real events, neither drawing upon nor resembling real terrorist attacks on the Underground.
“Nevertheless the location of the action in familiar London settings, both above and below ground, establishes a context within which the tone and impact of the work may, for some, be more unsettling, and upsetting, than in previous games in the series.”

Hello Games says Sony gave its blessing for the PSN exclusive Joe Danger to be released on Xbox Live Arcade, despite having backed its development with its Pub Fund.
Joe Danger, released on PSN in 2010, was one of the first titles to benefit from the Pub Fund, through which Sony matches the development costs of independent titles in return for exclusivity. Yet in an interview, Hello Games MD Sean Murray tells us Sony gave the all-clear for the upcoming XBLA release of Joe Danger: Special Edition, which was announced last week.
"I can't really talk about the details of the Pub Fund, but of course this has all been given Sony's blessing," Murray tells us. "The whole point of the Pub Fund is to take smaller indie studios and create digital publishers. I guess that's how we see ourselves
"We're often held up as an example success story for Sony's Pub Fund, and I hope that's even more true now."
Murray goes on to reveal that Microsoft also bent the rules for his studio. As we reported in August, Microsoft insists on release date and content parity with games released on other platforms, reserving the right to refuse a release for a game if its terms are not met. Murray, however, says he experienced nothing of the sort.
He tells us: "There's been a lot of talk about that in the press lately, hasn't there? I've been sat here giggling away to myself, reading enraged comments on stories about how Microsoft insists on all sorts of exclusivities.
"I can't speak for everyone, but that hasn't been our experience. Microsoft has been very open and honest to deal with."
Intended for release before the end of the year, Joe Danger: Special Edition is a significant upgrade to the PSN original, with Murray promising ten to 15 hours of new content.
The full interview - in which Murray expands on that additional content, mulls over the studio's possible multiplatform future, and gives a rather unique assessment of the difference between Microsoft and Sony - will be published later today.

Have you ever looked at a robotic dog, scratched your head and thought, "Why?" Well, NSK has just responded with a pretty valid "Because." Turns out, the Japanese manufacturer is working on a new mechanized canine that could one day serve as a guide dog for the blind. The company's latest prototype builds on the work of the University of Electro-Communications (UEC), which unveiled its first model, the NR001, in 2005, followed by an updated version (NR002) in 2007. With this third iteration, unveiled late last month, NSK and UEC have added a Microsoft Kinect sensor, which allows it to more easily identify and navigate obstacles or stairs. The quadrupedal beast can also scamper up and down steps with more grace than its predecessors, which moved more like arthropods than actual dogs. The bot's paws have also been equipped with obstacle-avoiding bumper sensors, and researchers are working on incorporating voice commands, as well. NSK says its guide dog could eventually feature GPS capabilities to provide more accurate directions for the blind and visually impaired, though it'll probably be a while before it hits the pavement; the company hopes to commercialize the dogbot by 2020.
